Security of Supplies Arrangement (SOSA):The Security of Supplies Arrangement (SOSA) is an international agreement aimed at ensuring the reliable supply of defense-related goods, services, and technologies among participating countries.
It primarily focuses on maintaining and securing supply chains for defense equipment and technology, particularly during times of crisis or conflict.
Key Points:
Participants: SOSA typically involves countries that are close allies or have strong defense ties. For example, NATO members or countries with strong bilateral defense agreements might participate in such arrangements.
Objectives:
Assured Supply: Ensures that participating countries can rely on each other for critical defense supplies, minimizing disruptions.
Collaboration: Enhances cooperation among the participating countries in the defense sector, particularly in research, development, and production.
Crisis Management: Provides mechanisms for prioritizing and safeguarding the supply of defense materials during crises.
Scope:
Covers a broad range of defense-related materials, including weaponry, ammunition, communication systems, and other essential military equipment.
Includes agreements on technology transfers, joint production, and collaborative research.
Implementation:
Typically involves detailed agreements on export controls, licensing, and regulatory measures to facilitate the smooth flow of defense supplies between countries.
May also involve setting up joint committees or working groups to oversee the arrangement's implementation and address any issues that arise.
Strategic Importance:
SOSA enhances the defense readiness of participating nations by reducing dependency on non-allied countries for critical supplies.
It fosters deeper defense cooperation, which can contribute to broader security and stability within a region or alliance.
The signing of SOSA and RDPA was initially proposed in June 2023 by the United States Secretary of Defense, Lloyd Austin, during his visit to India. This proposal was part of a new roadmap aimed at strengthening defence industrial cooperation between the United States and India.6 This was subsequently reiterated in the Joint Statement following Prime Minister Modi’s visit to Washington in the same month
