1 .The Oilfields (Regulation and Development) Amendment Bill, 2024: was introduced in the Rajya Sabha on August 5, 2024. It aims to amend the Oilfields (Regulation and Development) Act, 1948,
aiming to boost domestic production of oil and gas and attract private investment in the sector.
Here's a breakdown of the key points:
Goal: Encourage domestic production of petroleum and other mineral oils by attracting private companies.
Changes:
Definition of Mineral Oil: The Bill clearly defines "mineral oil" to include natural gas, petroleum, and various hydrocarbons. Excludes coal, lignite, and helium.
Petroleum Leases: Replaces "mining leases" with "petroleum leases" for exploration, development, and production activities. Existing mining leases remain valid.
Central Government's Role: Empowers the central government to make rules on granting leases, lease terms, conservation practices, royalty collection, etc.
Private Investment: Encourages private companies by:
Protecting existing mining leases.
Replacing criminal penalties for violations with fines.
Granting private companies more discretion in operations.
Criticisms:
States' Rights: Some argue the Bill might encroach on states' power to tax mining activities.
Environmental Impact: Concerns exist about potential environmental damage from increased private involvement.
Overall, the Bill aims to make the oil and gas sector more attractive to private companies, potentially leading to increased domestic production. However, some concerns regarding states' rights and environmental impact need to be addressed.
